Zone preselection API

Opens the homepage of plans-reseaux.ch, with a rectangular extent (bounding box)

• If the area is precise enough (small), a search polygon is created from bbox, ready to list the plans.
• If the area is too large, the map is zoomed to the bbox provided, and the welcome screen is displayed.
